In mid September 2008, the City of Toronto and the TTC began Phase 3 of this project. This phase is the section from just west of Vaughan Road to Westmount Avenue (just east of Dufferin Street) and is scheduled for completion in Fall 2009.

Work in this phase includes installation of new watermain and watermain services, reconstruction of the Oakwood loop, reconstruction of sidewalk and roadway areas, construction of the new streetcar right-of-way and installation of new street lights.

Streetcar Right-of-Way

In this phase, the streetcar stops will be located at Wychwood Avenue, Christie Street, Arlington Avenue, Winona Drive, Oakwood Avenue, Glenholme Avenue and Northcliffe Boulevard. Signalized intersections will have a minimum of one left-turn lane/U turn provision available to motorists. Alberta Avenue will be a new signalized intersection with no transit stop.

Intersection Construction – Partial Closures

During construction at the following signalized intersections: Wychwood Avenue, Christie Street and Oakwood Avenue, north and southbound traffic at St. Clair Avenue West will not be able to cross the intersections and will be limited to right turns only. One lane of eastbound and westbound traffic will be maintained across the intersections. 

When the streetcar right-of-way work occurs at non-signalized intersections between Vaughan Road and Westmount Avenue, north and southbound traffic will also be limited to right turns only, to and from St. Clair Avenue West.  This traffic arrangement will be permanent.

Vehicle, Parking Restrictions and Pedestrian Restrictions 

During construction between Vaughan Road and Westmount Avenue, a minimum of one lane of traffic in each direction will be maintained. No on-street parking will be available in the work zones until track and passenger platform reconstruction is completed. Limited parking may be made available at certain locations provided it does not impede with construction. Barriers will be placed around excavated areas to protect pedestrians.

Green P Parking (Toronto Parking Authority) is available at:
  • St. Clair Avenue West, east of Pinewood Avenue
  • Kenwood Avenue, north of St. Clair Avenue West
  • Norton Avenue, north of St. Clair Avenue West and west of Dufferin Street
  • Bathurst Street, south of St. Clair West Avenue

Details - 2008

Watermain replacement and water service connections started in September 2008 at two locations simultaneously; at Vaughan Road and at Winona Drive and progressed westward. This work continued through most of the winter season and is expected to be completed by April 2009.

Track reconstruction of the Oakwood loop, including the entry track on Robina Avenue and exit track on Oakwood Avenue began in early October 2008 and was completed in approximately 4 weeks.

To improve streetscaping, the existing hydro overhead power lines on the south side of St. Clair Avenue West between Vaughan Road and Westmont Avenue have been removed.  The temporary poles currently installed will be removed following construction.

Details - 2009

Track reconstruction began on February 26, 2009. Excavation started just west of Vaughan Road, progressing westward to Westmount Avenue. Some excavation will also occur on sidewalks (curb side) in the Wychwood Heights, Hillcrest Village and Regal Heights Village Business Improvement Areas to accommodate foundation poles, ducts, and hand wells for the BIAs. Major sidewalk reconstruction is dependent on warmer weather and is therefore not scheduled to occur until mid-April 2009. The sidewalk work will start on the north side at Vaughan Road and proceed west to Christie Street. The work will be conducted in 2 halves in order to maintain pedestrian access.

  • Track reconstruction at the Wychwood/St Clair intersection occurred from March 4/09 to March 12/09 with a partial closure of the intersection.
  • Track reconstruction at the Christie/St Clair intersection occurred from March 12/09 to March 19/09 with a partial closure of the intersection.
  • Track reconstruction at the Arlington/St Clair intersection occurred from March 19/09 to March 25/09 with a partial closure of the intersection.
  • Watermain work on Oakwood just north of St Clair, and through the St. Clair/Oakwood intersection occurred from April 6/09 through to April 9/09 with lane restrictions.
  • Track construction at the Alberta/St. Clair intersection occurred from April 15/09 to April 23/09 with a partial closure of the intersection.
  • Track construction at the Robina/St. Clair intersection occurred from May 2/09 to May 21/09 with a partial closure of the intersection.
  • Track construction at the Oakwood/St. Clair intersection occurred from June 22/09 to July10/09 with partial closure of the intersection.
  • Roadway reconstruction of the south side of St. Clair at Christe Street completed with a partial closure and TTC bus diversions for the 126 Christie buses from July 22 to August 1.
  • Eastbound curb lane through the St. Clair/Oakwood intersection reconstructed with partial closure from August 7 to August 10, 2009
  • North side sidewalk from Vaughan Road to Atlas Avenue was completed by mid-August 2009
  • South side sidewalk from Vaughan Road to Greensides Avenue was completed by mid-August 2009.
  • North side roadway from Vaughan Road to Atlas Avenue was completed by mid-August, 2009.

Work in the vicinity of the above noted intersections will continue as the other phases of the construction (sidewalks, electrical installations, and roadway re-paving) get underway. In some instances, the intersections may be scheduled for additional partial closures to complete the aforementioned construction.

Details - 2009 - Update October 2009

Track Reconstruction

  • New track construction/instlaltion has been completed within the limits of this contract from Vaughan Road to Westmount
  • Streetcar overhead power line installed both ways between Bathurst Street and Arlington.
  • Streetcar overhead power line installation between Arlington and Westmount Avenue will begin as soon as construction activities along this section progress to a point to allow such work to occur.

Sidewalk Reconstruction

  • North and south sidewalks within the limits of this contract are completed. Some patches where temporoary poles are/were positioned will be completed at a later date. Tree pits remain.

Roadway Reconstruction

  • South roadway is completed within the limits of this contract.
  • North roadway is completed from Vaughan Road to Oakwood Avenue.
  • North roadway from Oakwaood to just west of Glenholme is poured with concrete base.
  • North roadway from Northcliffe Blvd to Westmount Avenue is under excavation.
  • The north roadway between Oakwood and Westmount is scheudled for asphalt paving by November 6, 2009, weather permitting.

Getting Around on the TTC during Construction

512/312 St. Clair Route:

Bus and streetcar transit service is currently provided on St. Clair Avenue West.

  • 512 St. Clair buses are operating on St. Clair Avenue between Gunns Loop at Keele Street and St. Clair West Station at Bathurst Street.
  • 512 St. Clair streetcars are operating between St. Clair West Station and St. Clair Station at Yonge Street.
  • 312 St. Clair Night buses are operating along regular routing from Jane Station at Bloor Street to the St. Clair Station at Yonge Street

Note: Buses will continue to operate on the western portion of the 512 St. Clair route as construction of the right-of-way continues in 2009 and into 2010.

Transit Update

The TTC is scheduling the return of streetcar service from St. Clair Station to the Lansdowne streetcar loop on December 20, 2009. The final stage of track and right-of-way construction Phase 4 from McRoberts Avenue to Gunns loop is underway and progressing well.
