Superintendent - Communications Engineering
Signals/Electrical/Communications Department
Reporting to the General Superintendent - Signals/Electrical/Communications (S/E/C), you are responsible for all phases of planning, staffing, controlling and directing the activities of the Communications Engineering Section of the S/E/C Department with due regard for operational efficiency and cost effectiveness. You are responsible for implementing a multi-year, multi-million dollar capital program from inception through planning, design, construction and commissioning in accordance with the Commission’s budget, schedule, and quality assurance requirements. You are responsible for implementing all scope and/or other changes to contracts, projects and programs and are accountable for approvals within financial limits as identified in Commission Policies. You are responsible for the day to day operational support for the Commission’s numerous communications systems such as radio, fire alarm, CCTV, Transit Control computer systems etc. Responsible for treating passengers and employees with respect and dignity and ensuring the needs of passengers and employees with disabilities are accommodated and/or addressed (within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and an employer.
Skills/Knowledge/Experience
You require comprehensive, in-depth knowledge of electrical/electronic/communications engineering principles, methods, and practices combined with comprehensive knowledge of electrical/electronic/communications systems and components as related to subway/surface operations, and the design and maintenance of subway/surface communications systems. Familiarity with other engineering disciplines (mechanical, structural and industrial) is also required. You must have a thorough understanding of project planning/management concepts and practices combined with a good working knowledge of current scheduling and expenditure systems; demonstrated experience in conceptual planning, detailed design, construction inspection and contract administration; familiarity with legislative acts such as the Construction Lien Act, OH&S Act, environmental legislation, etc.; sound knowledge of applicable provincial and national codes and regulations, CSA and relevant legislation and standards; knowledge of business administration, fiscal and human resources policies and legislation/regulations regarding safety, employment, etc. You must possess sound judgement; strong management, organizational, interpersonal, oral and written communication skills; conflict resolution and negotiation skills; demonstrated and highly developed analytical, problem solving and technical design skills. You require the ability to prepare and interpret complex reports, recognize problems and evaluate solutions; make effective presentations; manage and work with multi-disciplined teams, deal with complex issues and maintain effective working relationships. These skills and knowledge would normally be obtained through a university degree in a relevant discipline such as Electrical Engineering or equivalent combined with directly related design experience where progressively advanced principles and techniques would be learned and practised, and with directly related experience in the areas of project/construction and engineering management of diverse and multi-disciplined projects. Registration as a Professional Engineer in the Province of Ontario is required. Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
Annual Salary Range: $99,754.20 - $124,706.40 (Level 12)
