Reporting to the Deputy Chief Engineer - Controls, you are responsible for the support and direction of all activities related to record management for the Engineering and Construction Branch. This involves the budgeting, procurement, development, implementation, training, auditing, modification, maintenance and administration of a Record Management System, i.e. systems to manage the initiation, classification, flow, retention, retrieval, holding and disposition of hard and electronic records; including documents, drawings, images, and other records for the Branch, in accordance with Corporate Policy, legislation, by-laws and standards. You are responsible for 2,000,000 archived paper records, 500,000 archived electronic records, 125,000 photographic images, 170,000 drawings and 16,000 technical reports, journals and books for the Branch. You will ensure compilation of business requirements; review of system development, testing and implementation plans for new or upgraded computer applications related the computerised portion of the Record Management System for the Branch with ITS staff and outside software developers and vendors. You are also responsible for the development and implementation of all procedures and work instructions associated with record management and establishment of the training for end-users on the use of the Record Management System. You supervise and co-ordinate the activities of the section staff and provide advice to senior management on all matters related to record management. Responsible for treating passengers and/or employees with respect and dignity and ensuring the needs of passengers or employees with disabilities are accommodated and/or addressed in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and an employer.

Skills/Knowledge/Experience

You must have proven knowledge and experience on the implementation and maintenance of an electronic and physical record management system to an established document management standard, such as ISO 15489. You must have in depth knowledge on the development and implementation of document taxonomy, as applied to a project management and engineering organization. Good understanding on the standard for electronic records, microfilm and electronic images as documentary evidence is required (CAN/CSGB-72.34-2005 and CAN/CSGB-72.11-93). In addition you must have knowledge of budgeting, procurement and cost management principles, practices and techniques. You are self motivated; possess sound judgement, effective interpersonal, supervisory, and written and oral communication skills; strong analytical, organizational and time management abilities. You have knowledge of the Municipal Freedom of Information and Protection of Privacy Act, the Evidence Act (Ontario) and the Canada Evidence Act as related to record management. These skills and this knowledge would normally be acquired through University education in Record Management, plus demonstrated experience in establishing and maintaining a Record Management system in a project management and engineering organization. Certification with a professional association such as the institute of Certified Records Managers, or Association of Records Managers and Administrators is required. Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.

Annual Salary Range: $64,846.60 -– 81,026.40 (Level 8)
