Budget and Controls Assistant
Track and Structure Department
Reporting to the Budget Co-ordinator and the Superintendent of Procedures and Control, you will be responsible for establishing and carrying out a broad range of project controls services involved in the administration of the Track and Structure Department’s Capital and Operating programs. You will assist in the development of operating and capital budgets and preparation of Departmental Progress Reports and Project Status Reports, monitor burn rates, analyse progress against costs, and develop other internal cost monitoring reports. You will co-ordinate and direct the application of departmental purchasing and procurement policies and procedures, maintain up-to-date copies of purchase order expenditures and authorizations. You will support in the preparation of Staff Summary Sheets and Commission Reports and provide general guidance and training to other departmental personnel regarding the application of financial control matters. In addition, you will substitute for the Budget Co-ordinator during periods of absence. Perform additional duties as assigned. Responsible for treating passengers and/or employees with respect and dignity and ensuring the needs of passengers or employees with disabilities are accommodated and/or addressed (if applicable and within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and an employer.
Skills/Knowledge/Experience
You require a sound knowledge of standard accounting, budgeting and cost control principles, methods, practices and performance measures including research methods and techniques. Strong working knowledge of computer application, database concepts (Access), spreadsheet modelling (Excel), basic automation and programming techniques and other relevant software (Word, MS Project, Maximo) related to costing, budgeting, scheduling and financial reports. Must possess good analytical, problem solving, organizational, interpersonal, oral communication, report writing and presentation skills. You must have the ability to analyze financial records and reports, locate errors and recommend solutions to problems. Must have or quickly acquire knowledge of the Commission’s process and procedures related to the job based costing and financial systems. Familiarity with the Collective Agreements and Track & Structure maintenance terminology and procedures would be beneficial. These skills would normally be acquired through post-secondary education in a relevant field, or the equivalent, plus directly related work experience. A recognized accounting designation such as CGA or CMA would be preferred. A Class “G” Province of Ontario Driver’s Licence is required. Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
Annual Salary Range: $57,202.60 - $71,471.40 (Level 7) Under Review
